Best Buy "Optimization"

Best Buy charges $39.99 for what it calls “optimization,” or "Quick Tune-Up" services on new computers.  It assesses this charge in addition to its advertised retail prices.  It does not appear that the “optimization” adds any real value to the product, and in many instances consumers are unable to buy a non-optimized computer at the advertised price.
